SAN DIEGO — One person was shot and killed outside the downtown San Diego library Tuesday afternoon, police said.Homicide detectives were investigating the shooting, which was reported shortly after 12:15 p.m. at the San Diego Central Library, located on Park Boulevard near K Street.
